The vast majority of people in the given time period also seldom left their places of origin. Sure, there was movement, but I don't know why you expect me to believe that a significant wave of Serbian, Czech, or other Southeastern European intellectuals suddenly ended up in Britain in 1600.

As to the first part of your post you basically say thatMassachusetts people were extremely good in tech before tech people started to congregate there to study.
You don't take into consideration that Europe is small in comparison to the US and it was even easier than it is in US now, to study abroad in Europe. In 19th and early 20th century there was no more than 30-40% locals at any given best Uni in Europe just as there is much less now of locals in the best Unis today .
For a young ambitious jew or pole or anyone really it was obvious to aspire for the best places as its obvious for someone who wants the best tech study to apply to MIT not their local uni today.
