I just purchased a Nikkon Coolpix L340 for photographing some of my art, and I began thinking that perhaps I would like to start photography. I have never dabbled in this field before, except when I made my own pinhole camera when I was in HS.

Don't come here for general 'beginner advice'. Go to one of the thousands of sites that help you with the technical info, in a as basic or as detailed explanation as you like.
Once you do that, go out and shoot whatever interests you. Look at photography, critique yourself based off the masters. Always seek to improve, and carry your camera everywhere.

I've never used an external flash before but I want to invest in one. The problem is every article I could find about flash only tell me about ridiculous setup involving multiple wireless flash in every directions echoing each and other memes I don't quite understand like rim/pass lights, xbox huge softbox. It feels overwhelming for a "flash basics".
Is there any point in using a single external flash mounted on the camera and not wirelessly triggered? What are some cool trick I could do with a single flash beside "here's some more light directly in your subjects face"?

Bounce it. You can totally do quite a bit with an on camera flash if you bounce it.
However, you can just pick up a cheap flash set up very easily. A wireless trigger fits onto your camera hot shoe and your flash bottom. They cost like 15 usd on Amazon. Grab one.

What's okay for art nudes (age) for non sexually explicit images. From what I can tell 17 was okay back then and should be still be okay now. Law changes since then really only banned sexually explicit images not simply nude of people under 18 (or is it under 20 I am not sure). They still even make and sell sexually suggestive photo books of "school idols" (12-13 for example).
I think 18 is likely okay which is fine with me, but I'm not 100% on it.
There may be other pit falls like again with the showing of pubic hair (okay now) thing and genitalia (not sure if okay or not) - but they may simply be publishing within Japan not simply the taking of images and publishing elsewhere.
Also it said someone was sued for taking a nude photo of a woman in a cemetary. I'm wondering if a shrine/temple area (not a cemetary) is okay or not.
