Are there any filters out there that lets through one specific wavelength of light, for example the blue end of the spectrum (ca. 400 nm), and blocking all the others? :o
yes. you can basically make any filter you want.
Specialised narrow bandpass-filters are redundant for scientific purposes (other types have been used for decades), and unused in general photography - only specialised niche imaging/research fields ever required them - as such, they're very hard/expensive to obtain.
The next best thing is fucking about with coloured filters from various devices, stained glass, you find this stuff in the weirdest places - i.e. I got a far infrared filter from a milsurp ir flashlight or an UV one from a tanning bed - and finding what works for your purposes, whatever they are. There's always dx.com's direct contact with chinese manufacturers - though they prefer to work in bulk, usually.

It's more that that.
The aps-c cameras before the 80D had an ISO variant sensor, that means the sensitivity is not linear, has a cutoff point.
Other camera like Nikon, and Pentax had ISO invariant sensors for many generations meaning the sensitivity is linear and gives the same amount of noise pushed in post or with raised ISO. This makes the high ISO performance much better and normal PP work is much easier.
While the 80D is nowhere near the sensor performance of the Nikon D7000 or Pentax K-5II but is leaps ahead of the past Canon crop bodies, including the 7D MkII.
It is much preferable to switch to the 80D, anything below that is just a marginal difference.

I just got "selected" to be in a film festival. I submitted through film freeway. This is the first time I've ever submitted/been selected for a real film festival outside of college stuff.
Does this mean I am officially in the festival? Because on film freeway I see this thing about being a semi finalist and a finalist, and I don't know what that means. I know I've entered contests where you are moved from the first round to the second, but I am not sure if that is how this works, I don't think it would work that way.
Does anyone have experience with this?

Some pretty darn hot girl from my old community college kept bragging about being a finalist and semi finalist from film freeway, even got into a school. Shitty thing is that it was her first short film and she didnt write it and her "directing" came from the DP, which ended up with shitty directing and acting(for the most part) but it was a gorgeous and clear cut short. It's too bad she took the credit for writing and directing when she did neither. I wish her success regardless but I feel she'll get eaten alive wherever it is she ends up at.

I was hoping someone could send me in the right direction on what to look or in a camera/video camera.
I was thinking of grabbing a go-pro because I am always hiking somewhere or in a car for hours at a time and would like the ability to record spontaneously and through my eyes. However I would also like to be able to take nice pictures of things with it.
Is there anything relatively cheap that can do that? I think my limit would be around $300. I would be willing to send more, but I want to be sure I will use it, but also be sure that if i do, the one i have will suffice.

Get something with bigger sensor, APS-C will be enough. Generally, the bigger the better for light catchig.
Then search for good low light performance. From a body's point of view it would be low noise with higher ISO, from lens' point of view it would be a large aperture, also fairly wide angle won't hurt.
You should find plenty of materials about astrophotography on the Interwebs.
