I'll make this short and sweet - I've recently been feeling more and more confident about photography and I think it would be nice to buy myself an actual camera as opposed to using my shitty phone camera. So I ask you, what should I be looking for in my first camera? Recommendations are very appreciated.

Has everything you'll probably need to do apart from sports photography. For sports you'll want to shoot only with an RX1R II.
A budget and what you like to shoot would be nice. Do you want interchangeable lenses? Is size important to you?

It's a property of the lens. There is very little you can do about it on a powershot other than edit it out, most decent editors will have some form of CA minimisation.
It's also possible that it will be less apparent if you zoom in a bit... or maybe zoom out.. i guess it depends on the optical formula just as much as it depends on the direction, relative intensity and origin of the light.
Try looking up Chromatic Aberration, it might give you some insight.
But short answer is no. Fix it in post processing.

Pretty much every entry level Canon DSLR is fine. An episode of House was filmed on a T5i, iirc.

How Good are Cine Lenses for Still Photography?
I started photography about 2 years ago, now I'm starting to get into cinematography. I want to get a cine lens (you know because de-click aperture, focus ring gear, etc...) but I want to know how good or bad are they for photos, so I can make a decision, if i buy a cheap Rokinon cine lens only for video or if I invest $5,000+ on a Zeiss or Canon cine lens that I can also use for photos if I want to.

They have a lot of fluff and added expense that isn't necessary for photography, but other than that, yeah. they'll do alright.
I love my cine rokinons for video and stills. But the Xeen series in your pic would be awkward for stills and no different optically.

until you export it into a lossy format you shouldn't see any changes or loss of detail or anything
No, when you open it in the photoshop workspace it's just a rasterized image, not the raw data. You can still use the raw editor and it's useful but you don't get the wealth of information that raw has.

So I work at a hotel and study full time and I like to do photos when I get the opportunity and well I'm also trying to crack into the gig to get more work. so far I've done a few shoots; weddings, families, sports etc and it's been cool.
Anyways a lady at work who does events has been asking if I can take photos of their function/event before its used so they can send shots to potential clients, I've done it once before and her belief is that it helps me with my portfolio and it helps her.
I know I'm being screwed over here but she wants more done tomorrow. Problem is I'm never going to use photos as a portfolio of a room with some tables and chairs in it.. like what the fuck..

It is basically indoors architecture. Look up photos done by hotels advertising their event rooms. You basically have to show how big it is and what basic arra, maybe a few simple decorations. Use your head, you will be doing marketing for the hotel. No need for artsy compositions, use wide angle, maybe one or two unconventional angles at the end.
I bet she doesn't want anything special or new approach, try to deliver what others did.

I keep my mirrorless for form factor, specifically when i don't want to lug around a 3 pound brick that is 9 inches long, 6 inches high and 5 inches across.

Different lens systems aren't too much of an issue as I have a couple of focal lengths at this point that I prefer to all others. I only need a 35mm (or its eqiuvalent), fast normal, fast short tele.
