How would one go about tightening up power steering, specifically in a Jeep TJ? I don't want to wrestle with it, but I also don't want to swerve all over the road by breathing in the general direction of the wheel. Is there any way to adjust the power steering to find a happy medium?

If you've got an automatic, expect the crank sensor to fail at some point. That's not a cheap job. Anything to do with air con on these cars is a nightmare - compressors, pumps etc.. Rust is probably the biggest problem with these cars, particularly around wheel arches.
As for your problem, possibly faulty wiring. Pay an auto-electrician to give it the once over.

Type of spots? Quick detailer and proper use of a microfiber towel for nearly everything small. Proper use will eliminate scratches.
