They can free up some HP in the event that the intake was a restriction. Obviously ones that put the intake filter right by a heat source are probably going to be more detrimental than not. The 10HP they always claim is fairly bullshit, especially on I4s. You could possibly see that gain on a V8. From the look of your profile photo, Im guessing you have halogen.

Xenon will have a lens that you can see from the out side that directs the light pattern.
Halogen just has the light reflect off a large multi-angled mirrored surface. The light is much more diffuse.
