You can't pull people over in the US because their STATE ISSUED license plate is "conspicuous".
Also license plate readers are even in use in some of the poorest police departments. It's not like they don't get hundreds of thousands in grants from the state every year to buy cool gadgets

Why German cars are so unreliable? Is it the overengineering?
Overengineering doesn't refer to complexity, it refers to how strong the components are compared to how stressed the engine is.
For example, a 2JZ isn't a that high tech, but extremely overengineered. It runs around 300HP stock but you can double that to 600HP without touching the internals and it will still run with little issue.

But why? They have the knowledge and tradition to make great cars but what I see in the past years is, that BMWs for example, are falling apart when they reach 150k kilometers which I find unacceptable.

They're working on the same strategy that American automakers have for a while now: build pretty, but unreliable cars to save on R&D costs and make cash back through certified mechanics. Most Bimmers, Mercs, and Audis just weren't made to be driven past 130k kilometers.
But at least with American cars they're dirt simple and cheap to fix most of the time.

Consider two identical engines. However, one makes peak power at 6000RPM and redlines there. The other makes peak power at 10000RPM, also at redline. Their powerband is exactly alike, it's just that the latter engine's powerband is longer.
If you were to turbocharge them both with an identical turbo, which would build boost first, relative to their peak power/redline?

Wouldn't the 10K RPM engine make the exact same exhaust volume at it's 50%, so 5K RPM?
I think it might be the 10k one, because its likely to be less efficient and thus have more exhaust volume for the same power
