Never. You should only need to recharge it when it has a leak or after servicing the system.
The dye is supposed to leak out to highlight where the leak is, it obviously won't stay there forever so you'll want to check the system for the dye within a week or two after putting it in and driving it with the AC on to let it circulate.
Many mechanics recommend every 4-5 years. Dye lasts pretty much forever, both inside the system and outside where it's leaked. Unless you blast the bottom of your engine bay with very aggressive cleaners, that green shit will stay.

If you're handy and good with measurements, it's not. The biggest problem is the tools you need to make a nice looking/safe one.
Just go to home depot buy 100' of pipe and welder. Cost about $800 total. few simple mods and your done. Now your civics worth 4 grand.

Take the fuel lines off, blow them out. Replace the fuel filter. Take the carb off, take the bowl off, use a set of torch files (pic related) and clean out the jets. Replace the rubber o-rings and gaskets, especially the one that the float valve rests against. Easiest way to remove it is with a pick. Take the needle valve out, look for the gasket. Take your pick, jam it into the hole and remove the old one. Replace with new.
Now your motor won't skip anymore. Total investment: 1 hour and $8.

All kinds of classic red flags but the more I look at this, the more I want it. Problem is the guy wants too much for it, probably due to the parts he's put on it. Headers and wheels and whatnot.
He's apparently older and in poor health so he cant work on it or drive a stick. It needs a major service (timing belt, valves adjusted, etc.) and he claims he has the parts, but can't install them due to his aforementioned health issues.
He's going to send some more pics and the VIN, but I think it's probably in great shape and it looks fun to screw with.
