This is the most annoying "feature". It's usually on be default, and most people are so stupid that they will stop and then creep a bit and stop again. So at any particular light, the car will end up starting the engine 2 or 3 times and has only moved like 20cm.

I'm looking at buying a 2005 Focus ZX3 (the 2-door hatch) because I need a shitbox that's good on gas and will pass inspection.
It's listed for $1700, manual, no significant rust, no dash lights but I'm gonna take a code reader with me when I go to see it. 150,000 miles which is the lowest I can find in my meager price range. It hasn't been inspected since 2015 but it's been sitting in this guy's lot with dealer plates on it so he just didn't care to inspect it. Has new brake pads and newish tires.
The guy says he's gonna take it to a mechanic tomorrow to have them faux-inspect it and see if it passes and then tell me the result.
It doesn't have the split port engine with the valve seat problem, it's the other one. 16V 2.0 zetec. I read that they commonly have ignition switch problems but I'm more than capable of fixing that myself.
Is there anything else I should look out for with this car, any problems it was notorious for? Is the price fair? I was gonna offer 1500 cash as long as it's not throwing any codes, but I've never haggled before and don't know how much I can get away with. In one of the pictures he's got 2500 written on the windshield so he already lowered the price quite a bit from his initial hopes.

It's not a Zetec. and they discontinued the SOHC split port after the 2004 model year, along with the 2.0L Zetec.
Go for it. That thing has the 2.0L Duratec/Mazda MZR engine, which has great aftermarket support. They're pretty bulletproof.

Would i be able to use a piggyback ECU that is turned off someone elses car, exact same engine, exact same injector size, MAP sensor and timing/ignition. the only difference is the A/R of the turbine? I have an HKS F-CON V pro ecu pretuned to 555cc injectors, however the tune was for a smaller turbo, as ill be using a hybrid holset H1C/H1E. If i adjust the fuel pressor to keep the car stoich will i see adverse affects other than power that isnt idea to the computer parameters? I really don't want to crack some rings over a gamble, but in theory i dont see any reason it shouldn't work, it just wont work as efficient.

No, that will not fucking work at all. How are you planning the adjust fuel pressure on the fly to hit your AFR target? Protip = stoich isn't what you want.
If the piggyback (MAPECU?) is tuned for a similar setup, it should be good enough to get you to a proper dyno/tuning shop to get you dialed in. Just stay out of hard boost on your way there. If you don't know what you're doing, be extra careful.
If it were me, I'd do a pull on the street and watch AFRs to see how close it is. Chances are it'll be close enough even with a tune for another turbo.
