Air used to be dirtier back in the day, so bigger air filters were necessary to provide clean air to the engine.
Nowadays since all the emissions laws and shit, air is a helluva lot cleaner so air filters are smaller and don't matter as much.

Maybe you can provide some pics? I'd go for one of the Golfs personally, but considering they are MK2s the price on the 1.6 seems a little too high for me and in contrast the 1.8 seems a little too low when taking the year and milleage into comparison.
My personal suggestions would be too look for Audi 80, BMW E30 or even some 80's Mercedes or older Opels.
