The biggest downsides I can think of is that it's much slower than other used Cadillacs in this price range and the back seat is pretty small. They do fold down for more trunk space, though.

1) All police department vehicles were required by law to all have the same primary colour (i.e if they choose black, all their vehicles must be mostly black except for lettering and such etc.)

As far as I know there's not a huge aftermarket for these. They were tuned ti pretty much max potential without things breaking from the factory. Any serious mods would have to be custom made.
