Assuming I have ~$7000 to $9000 to play with after I get my blood money from the guy who did a u-turn in front of me's insurance company, and assuming I live in the northeast where I have to expect 22-inch snowpocalypses in April, what shitbox and fun project/weekend cars would compliment each other best?

It all depends on how the person views life and living. Do what you want. I like a simple but cozy living space, I could easily see myself driving a "nice" car and living in a normal-sized studio apartment.
I just ordered a 2017 TRD offroad with a manual transmission from the factory for 32k. I make 88k a year, I max my 401k, roth IRA, and put $500 a month into a post tax account. I know its a more wise choice just to get a slightly used civic/corolla, but I love the utility of a truck for whatever is thrown your way in life. Did I fuck up /o/?

In the eyes of the law you have "care and control" of the vehicle if you have access to the keys in the vehicle. You could be passed out drunk in the back of an SUV and the keys in your pocket. Legally that's a legit ticket, not totally sure how enforceable it is though.
My experience is only with Ontario, may vary from region to region.
If you're drinking and the vehicle is on private property and you've got the keys, I'm not totally sure how that works.
