Because one interacts directly with state functions, while the other only interacts with individuals.
Smogging and inspections is entirely up to individual states.
Some states smog, some states have inspections, some states have neither. Usually to get your car passed as a salvage title it needs a state trooper inspection though to deem it road worthy.

Well thats fucked up because the state regulates the cars when they're built when it comes to crashing, but when it's repaired they no longer care.
I'm a reee government get out guy, but if you're gonna regulate cars, at least try to regulate repairs so the chance of buying a car that is still damaged but looks good is lowered.

This one has been kept decently clean for the length of the last ownership. Its first few years was spent driving around in the salty hell of Oslo and its areas, but the last 10 or so have been relatively saltless as its in my area. Still, it had a very light "coating" of rust on the underside that I've cleaned up as well as I can, sealed and properly proofed
