This makes sense within the context of the private school voucher program.
Since money is being diverted from public schools to vouchers, private schools need to prepare to accommodate a larger and potentially more diverse student body.

There are plenty of downsides to privatization.
The obvious one is that it helps enable corruption because it provides the folks charged with producing contracts a venue by which they can play favorites between private companies.
Another reason being that when we contract a project, we need to anticipate and bake into the contract future contingencies because we otherwise lose creative control over the project as our needs change.

Well a lot of privatized work is taxpayer funded, it's just that the government asks private businesses to bid on contracts (or just picks one if it's a no-compete contract). School vouchers are taxpayer funded.

People sometimes have to pay for stuff they don't want because cost sharing and collective interest. At some abstract level, most people think it's good to have a society where resources can be redistributed to some degree or another, to where they make the best impact (in terms of for example economic growth, or quality of life of citizens, or environmental protection), even if they might be tempted to forego paying taxes as a personal choice because they're not that motivated to live up to their principles.

That, and I don't want toll booths everywhere and inconsistent standards of health inspection and infrastructure quality because the folks in some neighborhoods are cheapskates or poor.
