The Shiites seem to want Iraq and Syria to devolve into Stans and fear what a coherent and united Sunni-stan would mean for Assad and Iran. To that end they're inclined to want ISIS to stay strong, active internationally, and contained regionally. Iraq's PM is an idiot, it wouldn't have been his idea, but with oil rents as they are his man hole is likely owned by dozens of dirty dicks, and meek as he is, he may as well be their dick puppet.

Well nobody here's likely going to be able to read it, but a rule of thumb when assessing whether news is true or not is whether or not you can find corroborating stories from other outlets, especially ones from opposing countries, ideologies etc...
