" TOKYO — Japan and South Korea said Monday they had “finally and irreversibly” resolved a dispute over wartime sex slaves that has bedeviled relations between the two countries for decades.

In something of a surprise development, the two countries’ foreign ministers met in Seoul to finalize a deal that will see Japan put $8.3 million into a South Korean fund to support the 46 surviving “comfort women” and to help them recover their “honor and dignity” and heal their “psychological wounds.”

The move was welcomed in Washington, which has been both concerned and annoyed by the fighting between its two closest allies in Asia. This year marks seven decades since the end of World War II and the end of the Japanese occupation of the Korean peninsula.

Independent historians have concluded that as many as 200,000 women and girls — from occupied countries including Korea, China, the Philippines and other Southeast Asian nations — were coerced by the Japanese Imperial Army to work as sex slaves during the war.

“We made a final and irreversible solution at this 70th anniversary milestone,” Japanese prime minister Shinzo Abe told reporters in Tokyo after speaking to his South Korean counterpart, President Park Geun-hye, on the phone."

Russian President Vladimir Putin signed a decree Monday to dissolve the country’s Federal Space Agency Roscosmos. The responsibilities of the space agency will now be transferred to the Roscosmos state corporation, which was established earlier this year.

The Russian government will “ensure the continuity of transfer of the powers and functions of the abolished federal space agency to the state corporation for space activities,” the Kremlin said, in a statement released Monday, adding that the new entity will take charge on Jan. 1, 2016.

The Federal Space Agency has been shut down. The agency's responsibilities will be transferred to the Roscosmos state corporation

The amendment radically changes how rulings are made by the highest legislative court, the constitutional tribunal, and its signing by Duda follows warnings from the European Union and nationwide street protests.

“This is the end of democracy in Poland. They have broken the country,” Mateusz Kijowski told the Guardian. The figurehead of Komitet Obrony Demokracji – whose demonstrations in the past three weeks have drawn tens of thousands of people on to the streets – called for international condemnation of the conservative nationalist Law and Justice (PiS) government, which was elected in October.

“The United States and Europe need to speak loud and clear in condemnation. They must help us, otherwise Poland will leave the community of democracies,’’ he warned.

After news broke on Monday morning that Duda had signed into law the constitutional tribunal bill, he made a speech on television defending his move.

“I think the solution greatly enhances the role and independence of the constitutional tribunal. I believe this act brings to a close the dispute around the constitutional tribunal,’’ said Duda, a lawyer by profession.

Poland’s crisis began last month when the government appointed five judges to the 15-member tribunal.

The amendment, passed through parliament and the senate over Christmas, requires the court to adopt rulings by a two-thirds majority with at least 13 judges present. Critics say the move will slow down the court and is intended to force it to include the five new judges, who are seen as close to PiS, or leave it unable to pass rulings.

PiS gained an absolute majority in the 25 October parliamentary elections, five months after Duda, who is also from the party, was elected. It is the first time since the end of communism that Poland has been ruled by a single party.
