Some more good news.

There's been angst and even some tears for federal workers at EPA and other agencies after Donald Trump won the White House. Photo courtesy of Wikipedia.

U.S. EPA employees were in tears. Worried Energy Department staffers were offered counseling. Some federal employees were so depressed, they took time off. Others might retire early.

And some employees are in downright panic mode in the aftermath of Donald Trump's victory.

"People are upset. Some people took the day off because they were depressed," said John O'Grady, president of American Federation of Government Employees Council 238, a union that represents thousands of EPA employees. After Election Day, "people were crying," added O'Grady, who works in EPA's Region 5 office in Chicago. "They were recommending that people take sick leave and go home."

EPA employees stand to see some of the most drastic changes under the Trump administration, and they may be taking things a bit harder than other government workers.


The president-elect has vowed to repeal some of the rules they've toiled on for the last eight years during the Obama administration, including the Clean Power Plan rule to cut power plants' greenhouse gas emissions.

Trump has even suggested abolishing the agency entirely, although that would be an uphill political climb. Trump has picked a top climate change skeptic to lead his EPA transition team — Myron Ebell of the Competitive Enterprise Institute — and has promised sweeping reforms in the agency that's long been a target for industry groups and Republicans who say its rules overreach.

"If you look at the seven stages of grief, I'm still in denial. I will not look at the news. I will not read the news," said an EPA career employee.

Another EPA staffer said, "I don't actually know anybody here that was supporting Trump." That person said people are "worried" that their work over the last eight years will be unraveled.

Silvia Saracco, head of a union chapter that represents EPA employees in North Carolina's Research Triangle Park, said, "There is a lot of angst out there, nervousness."

Some DOE employees are feeling glum, too.

"I think it's a sadness and a worry about just how far someone will go, especially when you never believe anything he says," said one longtime Energy Department employee. "Many of us have worked in both the Bush and the Obama administrations, and I don't think that we feel like it will be like just going back to Bush again."

The DOE employee added, "We know that now more than ever, it is important to do whatever we can to do a good job in the areas that we care about. ... What we can do is not lose sight of whatever ideals brought us to this work in the first place."

One Fish and Wildlife Service employee witnessed "business as usual" after the election, although, "obviously, there was some surprise."

Most federal employees "will work for whomever is elected," that person said. "That's just part of what I've always believed, that we should not be extremely emotional about it, certainly not in our public life."

Mass exodus?

There's been speculation that many of Trump's critics in the federal workforce might opt to leave or retire early.

"If [Trump] starts doing rotten things, then people will say, 'Enough of this crap,'" said O'Grady. "You might see retirements from people who say, 'Why bother working there anyway?'"

Saracco worked at EPA during the Reagan administration. "There was a big exodus" then, she said.

In addition, according to this year's Federal Employee Viewpoint Survey, 3.57 percent of EPA employees plan to retire within the year, while another 10.76 percent plan to retire within one to three years.

"Whenever there is a change of administration, career officials that are retirement eligible take stock and decide what to do next, even if you agree with the party coming in," said Joe Edgell, senior vice president of National Treasury Employees Union Chapter 280, which also represents EPA employees.

"Do I think a lot of people are going to retire? Well, yeah," Edgell said. "Could it be higher than normal? We have to see what happens."

Government workers have expressed worry about a Trump victory in the past. A poll by the Government Business Council released earlier this year found that 14 percent of responding federal employees said they would consider leaving government service if the GOP nominee won, while another 11 percent answered "maybe" (Greenwire, Feb. 1).

By and large, agency employees say they and their colleagues are planning to stick around — at least for a while.

"They're going to try to work from within as much as possible and do their job," Saracco said. "That's what we're supposed to do as civil servants, ... not have people who politically are going back and forth."

She's been trying to console worried workers by reminding them that they've lived through changing administrations before.

"We all have to keep in mind that we are federal employees, we swear allegiance to the Constitution, and we are executive branch employees. Whoever wins the election is who gives us the direction that we're to go in. That's our job," Saracco said.

"There's a lot of rhetoric that takes place on the campaign trail. We all have to remember that," she said. "Let's not assume we know. We need to see what's going to happen."

EPA managers have stressed to staff to stay professional and work with Trump's transition team. In an agencywide email after the election, EPA Administrator Gina McCarthy emphasized that there should be a smooth transition (Greenwire, Nov. 9).

After Trump's inauguration in January, "I will be coming to work and continue to be paid for the work that I do," said the career EPA employee. "Whether I like it, whether they like it, that remains to be seen."

Another EPA career employee said the agency has been able to function under prior Republican administrations.

"We have been through Reagan, got through [George W. Bush]. We will get through this."

China is reportedly constructing large-scale military facilities in the Yanbian Korean Autonomous Region in northeastern Jilin Province just north of the border with North Korea.

Radio Free Asia said Saturday that Chinese military authorities began to evacuate local residents at Kaishantunzhen in Longjing City to another area in August in preparation for the construction of a large military base. The report said heavy construction equipment is currently being brought into the area.

The U.S. international broadcaster quoted a source as saying that North Korea also built an observation post at the top of a mountain across from the border to monitor the Chinese military move.

An ethnic Korean resident in Longjing claimed that the Chinese leadership seems to be preparing for the collapse of the Kim Jong-un regime.

MONTREAL – They styled themselves as free-market warriors, but a jury decided Saturday that three men who worked to drain $18.7-million worth of maple syrup from a provincial warehouse are common criminals.

After two days of deliberations at the courthouse in Trois-Rivières, Que., the 12-member jury delivered guilty verdicts against one of the ringleaders and two of his accomplices in the first case to come to trial following the brazen syrup theft.

Richard Vallières, 38, was found guilty of theft, fraud and traffic of stolen syrup. Étienne St-Pierre, 73, was convicted of fraud and trafficking, and Raymond Vallières, Richard’s 62-year-old father, was convicted of possession of stolen syrup. A fourth accused, Jean Lord, was acquitted on a possession charge.

The trial heard that over a 12-month period in 2011 and 2012, nearly 3,000 tonnes of syrup disappeared from a warehouse used by the Federation of Quebec Maple Syrup Producers. In dollar terms, it was “the largest theft investigated by the Sûreté du Québec in its history,” Crown prosecutor Julien Beauchamp-Laliberté said.

The theft and fraud were committed against the provincial federation, which acts as a marketing board. The stolen syrup was pumped into a black market that undermines the quotas and prices established by the federation, the prosecutor said.

During the fall of 2011, a tractor-trailer began appearing at a federation warehouse in Saint-Louis-de-Blandford, Que. and loading up barrels filled with syrup from that spring’s harvest. The barrels were transported to a sugar shack belonging to Raymond Vallières, where they were emptied and replaced with stream water. The crime occurred amid a long-running dispute between the federation and rogue syrup producers and buyers who don’t want to be constrained by the quota system. Sébastien Jutras, a trucker who served eight months in prison after pleading guilty to his involvement in the plot, testified that after one syrup delivery, Raymond Vallières offered his opinion of the federation and the syrup being drained from its reserves: “Stealing from thieves is not stealing,” he said.

In a 2014 police interview played for the jurors, Richard Vallières said he had been buying and selling on Quebec’s maple syrup black market for 10 years and had previous run-ins with the federation. “They were after me because I buy a lot. . . . They want more control over the syrup,” he said.

Richard Vallières’ defence was that he committed the theft under duress. He testified that when he realized the syrup he was buying came from the federation warehouse, he tried to back out. But the seller, who cannot be identified because he faces a jury trial in January, threatened him at gunpoint. Vallières said his wife and young daughter were also threatened.

But other evidence suggested Vallières was not too troubled by the theft. The jury heard of friendly text messages between him and the supposedly menacing seller. When the theft was uncovered and splashed across the news, Vallières’ response was, “The party’s over,” the jury heard.

Richard Vallières, who had been out on bail, was ordered detained immediately by Superior Court Justice Raymond Pronovost, while the other two remain free until sentencing. A sentencing hearing has been scheduled for Jan. 27.

Prosecutors to question South Korean president over political scandal

South Korean prosecutors will question President Park Geun-hye over a political corruption scandal engulfing her presidency, an official said on Sunday, the first time a sitting president will be questioned by prosecutors over a criminal case.

Hundreds of thousands marched in the capital Seoul on Saturday demanding Park resign. Many protesters said Park, whose public support has dropped to the lowest point ever for a democratically elected South Korean leader at 5 percent, was unfit to rule.

Prosecutors are investigating whether Park exerted improper pressure on "chaebol" conglomerate bosses to raise funds for two foundations at the center of an influence-peddling scandal involving a friend of hers, Yonhap reported on Sunday, citing prosecution sources.

They are also probing Park's friend, Choi Soon-sil, who is alleged to have used her ties to the president to meddle in state affairs and wield influence in the cultural and sports communities, a prosecutor has previously said.

Prosecutors have already questioned the de facto head of Samsung Group SAGR.UL Jay Y. Lee and the chairmen of Hyundai Motor Group (005380.KS) and Hanjin Group HANJ.UL over the scandal, media reports said on Sunday.

"It's correct we're planning to question the president but the date is undecided," an official at the prosecutors' office told Reuters.

Yonhap news agency quoted a prosecution official as saying Park's questioning should be done no later than Wednesday.

"Questioning people face-to-face is our principle," the official said. Park will appear before prosecutors as a witness, Yonhap reported.

Protesters in Royal Oak march against Trump and bigotry

Hundreds of protesters rallied in Royal Oak Friday night against President-elect Donald Trump, racism and sexism, one of several such protests held this week in metro Detroit.

It came two days after a group of students at Royal Oak Middle School chanted "Build the Wall," echoing one of Trump's campaign cries to block illegal immigration from Mexico. Anti-Trump rallies have been held in downtown Detroit and at Wayne State University, along with others in cities across the U.S. after Trump's election victory.

Gathering outside Oakland County Community College, crowd members held signs that read "Stop Bigotry" and "Trump Not My President," listened to speakers, and then marched north toward Royal Oak Middle School chanting "No Trump, No Wall."

"This hatred is disgusting," Mary Hippler told a crowd gathered on Washington Avenue.. "He is not my president. ... This is not my America. I will not accept it."

It's reported South Korea's Coast Guards have again fired machine guns at Chinese boats that Seoul claims were illegally fishing in its territorial waters.

The country's Yonhap news agency quoted authorities as saying on Saturday that the South Korean patrol boats fired at around 30 Chinese fishing boats in waters off the Korean west coast.

The Coast Guard said the Chinese boats ignored warnings and infringed the prohibited area and some rammed into the patrol boats.

Coast Guard officials said they used machine guns to drive away the fishing vessels.

No damage or casualties have been reported from either side.

There was no immediate reaction from Beijing on this latest incident.

China had strongly opposed South Korean coastguard's use of any extreme measures against Chinese fishermen following a similar shooting incident less than two weeks ago.

Clashes between Chinese fishermen and Korean coast guards are common in the two country's overlapping exclusive economic zones.

China has called for joint efforts to settle down the dispute.

Ukrainian President Petro Poroshenko and EU Commissioner on European Neighborhood Policy and Enlargement Johannes Hahn during a telephone conversation discussed a number of topical issues on the EU-Ukraine agenda, in particular the introduction of a visa-free regime for Ukrainian citizens.
