Ban Ki-moon to 'declare position on candidacy'

At a farewell reception held at the Permanent Mission of the Republic of Korea to the United Nations building on Thursday (local time), UN Secretary General Ban Ki-moon said, "Most of the crisis brought to the international society falls under the responsibility of political leaders who do not heed to the public. A leader should have compassion for the people who gave support, and pay close attention to what they have to say."

UN officials translated Ban's comments that "though this has been mostly aimed at dictators of the third world countries, it will also apply to all leaders who let down their own people."

On questions as to whether he has plans to vie for the presidency after his retirement, Ban said, "My answer will be heard at the meeting with the correspondents scheduled next Thursday. I will arrive in Korea as planned near mid-January. I will collect public opinions (in Korea), and seek ways to help my motherland."

On questions related to affiliation with former Prime Minister Jung Woon-chan who was born and raised in Chungcheong region like Ban and recently declared his plans for the presidency, Ban said, "We met frequently when he was the visiting researcher at Princeton University, and we also meet quite often now and then." Still, when asked about his opinions on Chung's recent announcement, Ban said, "That I do not know for sure, as I have a lot to catch up on Korean politics."

Ban also said his farewell to President Barack Obama, Vice President Joe Biden, and the U.S. National Security Advisor Susan Rice at the White House this morning. During the meeting, President Obama commended Ban's achievements that "international politics is full of complex and difficult issues, just like baseball (when compared to sports). In baseball, you are a slugger if you show a batting average of 0.3, and Secretary General Ban also successfully overcame international issues (like a 0.3 batter)." "President Obama hit numerous homeruns in various issues such as climate change," Ban said.

To make things even more twisted, it has been revealed that the police investigated this back in 2014 but never reported its findings. Why did they do this?

SEE ALSO: Botched double jaw surgery is causing anger and sympathy for victim

The forest land is owned by Faith Town, a place where people who are a part of a well-known cult live together. The cult, Chunbukyo Church, worships its late leader, Park Tae Sun, as a god, and for that, have been officially labeled as a cult by Christian churches in Korea.

The bodies that were discovered were buried secretly, without a legal permit; police in the local area had knowledge of this and started an investigation but quietly ended it without any official reports.

The strangeness related to this case does not end there.

In a list that CBS No Cut News acquired, it shows the names, tombstone numbers, gender, death dates, burial dates, and family information of the buried people. However, 40 of them have no such information, making them unidentifiable.

A committee that formed to prevent damages by cult organizations held a press conference back in 2014, accusing Chunbukyo of illegally burying bodies, but the evidence has only been revealed now.

Many are puzzled by the lack of action from the police, accusing the police department of being a part of or working with the cult. One member of the committee stated, "It's impossible to understand...There are a lot of rumors about someone powerful who is backing the Chunbukyo Church."

A Korean diplomat based in Chile is in hot water after being caught on camera sexually harassing an underage local girl.

He has since been recalled from his post and is likely to face criminal proceedings should he be found guilty, according to the Korean Ministry of Foreign Affairs, which emphasized through a statement Monday a “zero-tolerance principle” toward sexual harassment.

On Sunday, a Chilean TV show “En Su Propia Trampa,” or “In his own trap,” aired, exposing an official surnamed Park with the Korean Embassy in Chile making advances on a teenage school girl.

A preview clip of the show has gone viral on Facebook and other social media platforms over the weekend, and the official’s actions have caused a backlash locally and in Korea, as well.

The diplomat is seen in the video sitting on a park bench, caressing a female student’s neck and asking if he can kiss her. Park is seen asking the girl if she wants to become his “special friend” or “lover” as he strokes her leg. He is also seen in the doorway of a room, pulling her arm to force her inside as she begs him, “please, please.”

When the host of the show later informs Park that he was caught on tape, that what he has done to an underage girl is a crime both in Chile and in Korea and that Park’s actions will be reported to the police, the diplomat says he will not meet with minors anymore and begs not to be reported to the police, saying, “please, please.”

The documentary program producers began shadowing Park after receiving a tip that the official had sexually harassed an underage local female student he was teaching Korean language to back in September. The producers hired a 20-year-old woman to pose as a 13-year-old student and approach Park. They communicated over Facebook and met at a park.

The program describes Park as being responsible for the promotion of Korean culture, such as K-pop, to Chilean youth. The parents of the original girl who tipped off police about Park also appear on the show, expressing sorrow at what their daughter faced. The girl reported the harassment to Chilean police.

The Korean Ministry of Foreign Affairs revealed last week that a diplomat in South America faces charges of sexually harassing local minors. A Foreign Ministry official elaborated that the diplomat, who taught Korean at a local school, faces charges of sexually assaulting a 14-year-old female student on campus in September.

Despite the recalled official having diplomatic immunity, the ministry here said it plans to cooperate with Chilean police in the investigation process. Korean Foreign Minister Yun Byung-se was reported to have said at a meeting of senior officials Monday that the situation was one that “should not be tolerated” and called for “disciplinary actions certainly, and, if necessary, criminal proceedings.”

The Ministry of Foreign Affairs "is extremely sorry for the occurrence and plans to tighten discipline in order to prevent a repeat of similar cases," it said in a press release.

The South Korean ambassador to Chile is also set to make an official apology over the incident, according to the ministry.

The ministry said it will summon the diplomat who remains in Chile although he has been suspended from his duties. It said if his wrongdoing is confirmed, he will face criminal punishment by the legal process as well as punitive measures from the ministry.

It will also cooperate with the Chilean police on the investigation into the case even though the diplomat holds immunity from criminal charges in his host country.

Korean communities in Chile, comprised of about 3,000 Korean residents, are worried the case might have a negative impact on the country's image. Chile is one of the Latin American countries where hallyu, or the Korean wave, has been gaining popularity.

Many Korean internet users are criticizing Park. "He should be ostracized from
society," a blogger with ID barb**** said. "He is a national disgrace."

Prime Minister Hwang Kyo-ahn, who is now in charge of state affairs following the impeachment of President Park Geun-hye last week, has been accused of abusing his authority in 2014 to influence the investigation into the sinking of the Sewol ferry.

Hwang, who was serving as minister of justice at that time, impeded the prosecution's attempt to investigate Kim Kyung-il, the captain of the first Coast Guard boat sent to rescue passengers, to protect the government from being held accountable for the accident, the local daily Hankyoreh reported Friday.

Sources from the prosecution told the newspaper that, due to the ministry's interference, it took them nearly two months to investigate maritime police despite their obvious errors.

The rescue team's ineffectiveness at the critical time was one of the main factors blamed for the tragedy, which took 304 lives on April 16, 2014.

"For many reasons, it was difficult to form an investigation team in the first place," a source said. "The ministry's cooperativeness for the investigation was highly questionable."

Sources said the ministry pressured the Gwangju District Prosecutor's Office, which led the investigation, to stop investigating the captain, who failed to broadcast an evacuation order through his boat's loudspeakers and made no effort to induce passengers to abandon ship.

According to sources, the ministry was concerned that punishing him could direct the public anger at those higher up in the government.

But the prosecution pushed ahead, and Kim was sentenced to three years in prison by the Supreme Court last year for professional negligence and making false reports.

Many of the prosecutors who led the investigation, however, were later demoted to other posts regarded as less important. Byun Chan-woo, head of the prosecutor's office, and Lee Do-sik, another senior prosecutor there, left the prosecution.

Opposition lawmakers immediately reacted to the fresh revelations, urging Park Young-soo, the special prosecutor appointed to investigate the Choi Soon-sil scandal, to look into them as well.

"The special prosecutor should conduct a thorough investigation to find out whether Hwang influenced the Sewol probe," said Rep. Keum Tae-sup, spokesman of the Democratic Party of Korea (DPK).

In a press release on Friday, Hwang denied all allegations.

The ministry echoed his denial. Referring to what sources described as "interferences," the ministry claimed they were just a normal part of work processes. It also insisted the personnel transfer was made according to the rules and their performances.

Under the Park administration, Hwang served as justice minister from March 2013 to June 2015 before taking the prime minister position. He has been in charge of state affairs since President Park was impeached by the National Assembly on Nov. 9.

http://www.nytimes.com/2016/12/09/us/politics/climate-change-energy-department-donald-trump-transition.html

>WASHINGTON — President-elect Donald J. Trump’s transition team has circulated an unusual 74-point questionnaire at the Department of Energy that requests the names of all employees and contractors who have attended climate change policy conferences, as well as emails and documents associated with the conferences.

>In question after question, the document peppers Energy Department managers with pointed queries about climate science research, clean energy programs and the employees who work for those programs.

>More broadly, the questionnaire hints at a significant shift of emphasis at the agency toward nuclear power, and a push to commercialize the research of the Energy Department’s laboratories, long considered the crown jewels of federal science.

>Energy Department employees, who shared the questionnaire with The New York Times and spoke on the condition of anonymity because they were not authorized to discuss the matter publicly, described the questionnaire as worrying. Mr. Trump has just tapped Scott Pruitt, the attorney general of Oklahoma and a climate change denialist, to head the Environmental Protection Agency, and the president-elect has made it clear he intends to roll back eight years of regulatory efforts by President Obama that aimed to control planet-warming emissions.

>The questionnaire “suggests the Trump administration plans a witch hunt for civil servants who’ve simply been doing their jobs,” Robert Weissman, president of the watchdog group Public Citizen, said in a statement. “Democrats and Republicans alike should unite to condemn any action that intimidates, threatens or retaliates against civil servants for lawfully doing their jobs.”

>The Arctic shattered heat records in the past year as unusually warm air triggered massive melting of ice and snow and a late fall freeze, US government scientists said.

>The grim assessment came in the Arctic Report Card 2016, a peer-reviewed document by 61 scientists around the globe issued by the US National Oceanic and Atmospheric Administration.

>“The report card this year clearly shows a stronger and more pronounced signal of persistent warming than any previous year in our observational record” going back to 1900, NOAA Arctic Research Program director Jeremy Mathis told the American Geophysical Union conference in San Francisco, where the report was released on Tuesday.

>The Arctic region is continuing to warm up more than twice as fast as the rest of the planet, which is also expected to mark its hottest year in modern times.

>The Arctic’s annual air temperature over land was 3.5C higher than in 1900, the report said.

>The sea surface temperature in the peak summer month of August 2016 reached 5C above the average for 1982-2010 in the Barents and Chukchi seas and off the east and west coasts of Greenland.

>“Warm air and ocean temperatures in the fall led to a record-breaking delay in fall freeze-up,” Perovich said, noting that the Arctic sea ice minimum from mid-October to late November was the lowest since the satellite record began in 1979.

>It was also 28 per cent less than the average for 1981-2010 in October.

>In 1985, almost half (45 per cent) of Arctic sea ice was called “multi-year ice.” Now, just 22 per cent of the Arctic is covered in multi-year ice. The rest is first-year ice.

>The Arctic could be free of summer ice by the 2040s

>In Greenland, the ice sheet continued to shrink and lose mass as it has every year since 2002, when satellite measurements began. Melting also started early in Greenland last year, the second earliest in the 37-year record of observations, and close to the record set in 2012.

>small mammals known as shrews are increasingly becoming infected with parasites that were once known to infect shorebirds, suggesting a northerly shift of some species.

>Asked by reporters if the report was tailored to the current political environment in the United States — with President-elect Donald Trump declaring climate change a Chinese hoax and preparing a cabinet that will include climate change deniers — Mathis said no.

>When emergency medical technicians were called to a mass casualty event in Brooklyn last summer, dispatchers used a word more associated with apocalyptic Hollywood movies than medical emergencies: zombies.

>Emergency workers reported multiple people at the scene, near a subway station on Myrtle Avenue and Broadway, on the border of Bushwick and Bedford-Stuyvesant, “all of whom had a degree of altered mental status that was described by bystanders as ‘zombielike,’” according to a study published Wednesday in the New England Journal of Medicine.

>In fact, they had overdosed on a designer drug — one that would raise alarms both in the medical community and drug enforcement circles and could, possibly, be a precursor of more potent and dangerous drugs still to come.

>The report, based on blood and urine samples drawn from eight of the 18 men taken to area hospitals that day, offers the first detailed look at a powerful drug that has caused dozens of people to overdose. It identifies the drug as a synthetic cannabinoid called AMB-FUBINACA that was originally developed by the pharmaceutical company Pfizer.
...
22 posts and 1 images submitted.
>>
>The report, by a team of authors, offers a window into the ever-evolving world of synthetic drugs, which are growing increasingly powerful even as the makers of the illicit substances continue to create new chemical compounds to evade detection.

>The drugs are usually described by the generic shorthand “synthetic marijuana,” but Roy Gerona, a clinical chemist at the University of California, San Francisco, who helped write the report, said the term was dangerously misleading.

>“There is this false idea out there that these drugs are safe, because no one overdoses on marijuana,” he said.

>But the drug used in Brooklyn — which went by the street name AK-47 24 Karat Gold — was 85 times as potent as the main agent in plant-grown marijuana, THC, or tetrahydrocannabinol, according to lab tests.

>In fact, synthetic cannabinoids have a completely different chemical structure from plant-based THC, according to the study — one of the major draws for both makers and consumers of designer drugs.

>These chemical compounds, often created in labs in China based on research conducted at western universities and pharmaceutical companies, are not regulated when they appear on the market and are hard to detect.

>“And if you are someone who is regularly drug tested, it will not show up,” adding to the drugs’ appeal, Mr. Gerona said.

>He traced the history of synthetic drugs back to Clemson University and a researcher, John W. Huffman, who was looking for ways to create a drug in the lab that could enhance the medicinal aspects of THC while eliminating the psychotropic effects.
....
>>
>In the course of his work, Mr. Huffman synthesized more than 300 compounds, and his work was published in academic literature.

>Not long after, in about 2008, a synthetic compound began appearing on the street, called K2 in America and Spice in Europe. The main chemical agent, known as JWH-18, was named after the Clemson researcher.

>Soon JWH-18 was showing up around the country and was eventually scheduled as a Class 1 narcotic.

>The drug makers would have to evolve to stay one step ahead of law enforcement.

>In the case of the drug in the Brooklyn outbreak, Pfizer established a patent for a synthetic cannabinoid it called AB-FUBINACA in 2009. The drug seems to have been abandoned by the company and was never tested on humans.

>But the patent is public, and Mr. Gerona said that drug labs in China and other foreign nations scour patents for information that can be useful in creating the next class of drugs.

>These drugs move straight from the lab to the street, so the first trials of their effects are conducted on buyers.

>AMB-FUBINACA was 50 times as powerful than that first generation of designer drugs like K2, according to the study.
...
>>
>As the drugs become more potent, the way they are mixed by middlemen becomes more crucial — with a slight miscalculation having possibly devastating effects.

>In Brooklyn, Mr. Gerona said, it seemed someone had gotten the dosing wrong.

>The result: users falling into a trancelike state, groaning and moaning, their eyes lifeless and their movements slow and seemingly mechanical.

>For the first time, the researchers break down how much money can be made from a product like AMB-FUBINACA.

>The way the market works is simple. Overseas labs create a new compound and often use hidden websites — also referred to as the dark web — to market and sell the product.

>Online, according to the researchers, AMB-FUBINACA could be found in powder form, selling for $1.95 to $3.80 a gram, or $1,950 to $3,800 a kilogram. It is then mixed in with cheap herbal products, allowing users to smoke the drug.

>A sample of the drug recovered in Brooklyn contained 16 milligrams of AMB-FUBINACA per gram of smokable mixture.

>So 1 kilogram of AMB-FUBINACA could be portioned out over 15,625 doses, with a typical street price of $35. That means the dealer stands to make close to $500,000.

Which usually meant fucking up Polish economy even more.
Obviously, it's being lynched in international mainstream media, like Hungary and few others before them.

So, now - this people, who ware reaping benefits from corruption and betrail, are going out of their mind to start some shit which they can then sell in the west under slogan "polish citizens fight against fashist PiS regime".

The "protesters" throw smoke screen, one of them comfortly lies down to look as a "victim" of tear gas and the "nazi regime", and - boom! Few hours later, this:

https://www.theguardian.com/world/2016/dec/17/protesters-block-polands-parliament-as-political-crisis-escalates

Also - few days ago ruling party took away gigantic retirement pentions from post-soviet secret-service people. Like, their retirement was statistically at 8000PLN, where normal retirement pention is at 1200, similar to minimal wage in Poland. Surely, those people, had nothing to do with those protests.

They tried to start some shit then, but people didn't get provoked - the old polish KGB/NKVD members ware demonstrating against the changes in their pentions - (it's kinda like as if Gestapo members ware demonstrating in Israel).

I think it's a marketing bot which latches onto Breitbart's clickbait and posts it here with the twitter shit. I've seen it do exactly the same style of post with the hashtags and the attentionwhoring at least 6 times now, I might have missed some.

China's space agency has officially confirmed that it has been funding research into the controversial space propulsion technology EmDrive, and that it plans to add the technology to Chinese satellites imminently.

The China Academy of Space Technology (CAST), a subsidiary of the Chinese Aerospace Science and Technology Corporation (CASC) and the manufacturer of the Dong Fang Hong satellites, has held a press conference in Beijing explaining the importance of the EmDrive research and summarising what China is doing to move the technology forward.

According to Science and Technology Daily, the official newspaper of China's Ministry of Science and Technology, China has been carrying out "key technology research" for the last five years into the EmDrive in order to find possible "engineering applications".

Arabian Nights, or a major breakthrough?

The article, entitled "Electromagnetic drive: Arabian Nights or a major breakthrough", traces the history of the EmDrive controversy and highlights the recent publication of the Nasa Eagleworks EmDrive paper in the AIAA Journal of Propulsion and Power in November.

The article also mentions that Roger Shawyer's theories about the EmDrive were not taken seriously until Professor Yang Juan of Northwestern Polytechnical University (NWPU) in Xi'an, China began researching the topic in 2008.

"National research institutions in recent years have carried out a series of long-term, repeated tests on the EmDrive. NASA's published test results can be said to re-confirm the technology," Dr Chen Yue, head of the communication satellite division at the China Academy of Space Technology (Cast) said at the press conference.

This really could be a big breakthrough if it isn't just propaganda. I wish the Chinamen well on this one.

I always wonder why certain groups get bullied and others do not.

It doesn't make any sense, for example, that more intelligent people are the ones who get bullied, rather than the less intelligent.

So why does this happen? It's purely because the less intelligent are in the majority. Using groupthink, they intuit that given their greater numbers, they can more easily jump those who are in the minority, should they so choose. That's all there is to this.

Q: The US Forces Korea Commander Vincent Brooks reportedly said on November 4 that the US would deploy the THAAD system in the ROK within eight to ten months, and that the size of the THAAD battery would be bigger than the one deployed in Guam. How do you respond?

A: The US deployment of the THAAD system in the ROK disturbs the strategic balance in the region, jeopardizes the strategic and security interests of relevant countries in the region including China, and runs counter to the efforts to safeguard peace and stability of the Korean Peninsula. China has repeatedly expressed its concerns and firm opposition on this issue, and will take resolute and necessary steps to protect its security interests. We urge relevant countries to address China's justifiable concerns and put an immediate end to the deployment process.

I'd also like to point out that the current situation on the Korean Peninsula is rather fragile, sensitive and complex. We hope that the US and the ROK can do more things conducive to peace and stability of the Korean Peninsula and stop inciting conflicts or escalating tension.

It looks like the next US president will have to address this immediately after the election. There is no way it will be allowed to leak into the partisan campaigns at this point.

Also, good trips.
