A friend of mine is moving to another country and he left me this bike. How shitty is it and how could I improve it?
Very shitty. You can improve it by throwing it into a river.
That bad?

it's pretty trash - a step above walmart BSO, really. At least it shouldn't explosively disassemble if you take it down a trail.

Eh, that was a bit of an overstatement. It's still pretty shitty, but perfectly rideable. At least it doesn't come with Tourney stuff which is bottom tier Shimano. Hope you can lock that suspension though, because shitty ones just bounce around all the time, sapping strength from every pedal stroke.
If you're planning on riding on paved roads with it, consider getting some nice slick tires.

I just want a reliable bike for commuting to school in steep terrain. What should I add or change within a modest 100 dollars budget?

Don't change anything. Take care of it, keep the drivetrain clean, get a decent lock and just ride it. If you decide you really enjoy riding and want to get more serious then you can save up for nicer bike, but this should do for simple commuting. Don't invest in it aside form parts as they wear out.
