Inflate your tires with a track pump every day. Take a good mini pump, patches, and a spare tube on rides. Patch your tubes unless the valve blows out.
In my experience marathons never flat, i've worn out maybe 6 sets of 4000s II and they very very rarely flat, been through a few sets of pro 4s and they're nice tires which flat sometimes but still not often. Open paves flat often but they're amazing otherwise..

The theory is that you run them lower pressure so when you roll over some debris it's less likely to be forced into the tyre, as there's more room to deform.
In practise I've been running 38mm compass tyres with no puncture protection for a while now and miraculously haven't had a single puncture.

I live in the uppernorthwest of ohio, so snow might be an issue at points...mostly I am looking for something study and solid. Not some cheap gear shifting fuckup. I know I want disc brakes, but I don't know much else about bikes. Money isn't an issue, I mean as long as its under something like $550 ish.

I've only ever really seen the kits and the bikes you can make yourself. Would love to get into it myself though.
I think they'll stay niche though, most people that are into bikes don't really care about the environment aside from "one less car" and don't care about materials used to produce bikes.
How easy it is to get into is really the only limiting factor I can think of. Is more advertisement necessary? People might just think it's a gimmick that no one really buys into.

You don't want rims. You want wheels. A wheel is a hub, spokes and rim - sans tyre. If you ask for a rim you'll be building a wheel afterwards.
What wheel size? It's likely to be 26"/556mm going by the pic but make sure. Then walk into an LBS/online store and say 'I'd like a 26" wheelset for rim brakes and 130mm OLD, please'.

When I don't cycle to work I always have to wait for at least 15-20 min for a Victoria Line train in which I can barely fit in. I've been told it's pretty much the same in all Zone 1 station at peak hours.

Well London infrastructure is ancient as hell. The core of the tube network was set somewhere in beginning of 20th century and there are very little high capacity roads. There have to be some major investments done in expanding the tube (or the overground or whatever)

That rear hub, what the gears in the back are attached to, is most likely gunked up. I would recommend a bike shop to fix that. You really won't be able to make it "easier to ride", only adjusting the fit and riding it more will help you with that.
