It's likely they aren't re-encoded, and were downloaded raw as 320kbps. Most stream downloaders have a "HQ" option which encodes them straight to 320, despite a stream by nature being a maximum of 128kbps. Therefore they aren't actually transcodes at all.

The point anon is making is that, in order to download the stream at 320 it needs to be re-encoded as that bitrate.
The stream itself gets encoded to 128 upon upload, so you're using that as the source, not the raw file.
