Even listening to it you can hear that it's been stretched, and then just lowpassed. Paulstretch is a pretty distinctive algorithm by this point because of how popular it is, especially those characteristic "breathing" artifacts you get from it.

Given the track title and the kinds of effects being used in it, it probably would've been made around 93/94, at which point any kind of timestretching software like that would've been nonexistent.
