Basically (this is the most common method, there are a few different parameters that can be changed)

Make a blank image file with a width of whatever the original file is (idk what this file's width is), and save it as a bmp file

Then, import the flac in audacity under import raw as well as the bmp file

Leave everything the same in the import settings, but change the 8 bit pcm (or 16 bit pcm or whatever audacity defaults it to) to either u law or a law. Then, replace part of the blank audio (NOT the first couple of seconds) with the audio from the flac file. make sure the file is the exact same length as it was originally

Export>raw but make sure the export settings are the same as the import settings. Export it with a .bmp filename and check it. I'm on my phone so I'm sorry if this is unclead, but I can't do it
