There's no notation (at least I'm not aware of that there is) so it isn't art music.
But it sounds like it has roots in Japanese folk music, so it can't be popular.

Aria the Natural's soundtrack album is filled with all this great shit that I don't even remember hearing in the show. For some reason, they elected to use the theme from "Aqua" every two minutes instead. Can't find a youtube link but look for a song title "Rakuyou" in the Aria the Natural OST.

No, in the big nyaa/bakabt OST torrent the song is just called Rakuyou. It sounds kind of uncertain and builds off of all the soundtrack material that isn't purely happy. I was surprised when I first heard it.

yeah the plot summary didnt interest me too much, but i thought i'd take a chance on it. i've never really liked comic relief in anime, mainly because it usually just isn't funny. maybe i'll try it later on when i just don't know what else to watch. i have a pretty massive backlog as it is.
You could just watch the movie then.
Its an alternate take on the show, characters are missing or act differently ect.
I think its a little too far up its ass with the surreal ness, but its still a fun watch.
