It seems to me like music now isn't as innovative or experimental as it was in previous eras. I'm not trying to be one of those "le wrong generation" people; there's plenty of 2010s music that I enjoy. I just think music has kind of reached a plateau in terms of innovation.
Just look at RYM's top albums of the 2010s.
MBDTF, Blackstar, Carrie & Lowell, A Moon Shaped Pool, etc. Most of these albums are good in their own respect, but most of the stuff seen here has already been done before. None of these albums are really groundbreaking. There's a lot of Hip-Hop, Art Rock, Indie Rock, etc. These genres reached their creative peaks in past decades.

Why is 90's and early 00's Bowie so underrated?
Iv'e been slowly going through his discography for the first time over the past year and i'm almost through Tin Machine.
Is his 90's and 00's stuff bad? I heard when he was on tour with Nine Inch Nails people would leave during the Bowie parts.

I can't speak for everyone but here's my thoughts on it.
Black Tie White Noise is a fantastic underrated album. Lots of jazzy brass and electronic drum beats. It's basically all about his wedding and I thought a lot of the songs were great.
Personal favorites: Looking for Lester, Jump They Say, Don't Let Me Down & Down
Buddah of Suburbia is a mixture of hip hop and ambient. About half of the albums are instrumentals. It's not a BAD album but it's definitely forgettable sometimes
Favorite tracks: Buddah of Suburbia, Sex In the Church
Outside is one of his tightest concept albums, it focuses on the narritive of a murder and ALL of the songs relate to it in some way. It's musically very dark and industrial. While there are some GREAT highlights there's A lot of filler to get through too.

Earthling is a high energy, drum and bass dance album. a LOT of fun tracks and one of my personal favorites. It's a lot less lyrically focused and more focused on the instruments/sounds, but it's still a great listen
Favorites: Little Wonder, Dead Man Walking, I'm Afraid of Americans
'hours...' is more melancholy and sentimental, focusing a lot on drum machines and guitars in a sadder sense. A lot of people see it as a more personal album but at times it can get slightly dull.
Favorite tracks: Thursdays Child, Survive, New Angels of Promise
Heathen is one of his strongest works by far. A lot of people consider it one of his best of his later career. His vocal performance is fantastic throughout and the interesting instrumentation on the tracks will help anyone love it.

Reality is more straightforward rock compared to the last album and it would be the last album he made before his 'retirement' for several years. It's a good album despite some forgettable weakspots, and has one of the best closers to a Bowie album I've ever heard
Favorite Tracks: Bring Me The Disco King, Fall Dogs Bomb the Moon, New Killer Star
The Next Day is basically 'renissance Bowie' where Bowie reflected on his past and made a few sadder, slower songs. But there ARE some punchier tracks that keep you interested throughout. It's somewhat milder but not boring in any way.
Favorite Tracks: Where Are We Now?, The Stars (Are Out Tonight), Valentines Day
Blackstar is his gritty, jazzy final album. A lot of more depressing themes and it has a lot of energy. A fantastic album to end a career on with some amazing tracks.
Favorites: Blackstar, Lazarus, Girls Love Me
