When this album was released, like many Bowie fans, I was disappointed his sound hadn't much evolved since Reality. It's like Bowie took a decade-long break from recording and returned where he'd left off. I listened to the record a few times, dug a few songs, and put it away until Blackstar and Bowie's death.
What I found upon reassessing the album is that not only is it a damn fine album, the issue I had was not with the songs themselves but with the order in which they appear. I reshuffled the songs in a manner that made the themes of the album flow, edited out a couple of duds, and gave the album itself a new name. If I had proper photoshopping skills, I'd also attach new artwork.
Here's what I came up with as my alternate take on The Next Day, new name and all:
YOU SET THE WORLD ON FIRE

3. Dirty Boys
4. Love is Lost
5. Valentine's Day

i think Where Are We Know as a closer works better thematically and as a coda to the entire album. it's a very strong song and rewards the patient listener similar to World on a Wing and Strangers When We meet (Outside version).
I'd Rather Be High didn't make my cut. It's not a bad song, per se, even if I do find the chorus rather grating, and see the song better as a b-side or possibly retroactively included on Reality. If You Can See Me and Boss of Me are simply not good songs, in my opinion.
