Millenials can't relate to the things that originally spawned and are referenced in trip-hop (noir, urbanist angst, underground hip-hop culture) so to them trip-hop starts and ends with "chill beats you can relax to".
That and millenials have a passion for trap beats instead of boom bap beats when it comes to hip-hop. Trip-hop without boom bap is like a pond without water.

Though Publice Enemy is very good, they sometimes dip into more of a lecture than songwriting, whereas Geto Boys retains musicality in all their songs.
Are there any modern bands that are similar in being able to retain an interesting politics but still remain great to listen to?

Maybe that's what keeps them from sounding terrible to me. I definitely see how shallow they are lyrically and stuff, but I'm really shocked at how good they sound in comparison to your average modern day rock and roll band.
