Why is this classified as a mixtape and not an album? What's the technical difference between the two?

Looking for a particular song that I cannot remember the name of not sure if any of you can help but I figured it was worth a shot.
Song was a vaporwave esc lo-fi tune that I found in a YouTube mix (that I cant find again)
it started with a sample of a rail crossing bell and used that as the backing beat for the song while the other layers built up over top of it.

If you use semicolon foobar can't filter by each genre you included and will treat the whole combination as one genre though.
