The government can never really stop regardless of the weather, but activity probably slows when it snows. Do foreign dignitaries still visit to see what Equestria has to offer in the cold months? Cloudsdale-crafted snowflakes aren't the only frozen precipitation around the world, of course, so perhaps others would like to compare the quality with what falls in their native lands (if any). And with multiple princesses, are Celestia or Luna doing any travel of their own?

Given her own knowledge and research, it wouldn't be surprising if Zecora knew more about the circumstances of the origins of Equestria and Hearth's Warming better than most ponies, but it also seems unlikely that she herself would share the tradition. At least, zebras appear to be from beyond Equestria, so a holiday rooted in the country's beginnings seems unlikely to have been quite so widely practiced. But they might, too, at that- there's just too much that remains a mystery about those striped ones. Zecora might keep her own holiday tradition at winter.

In that, she'd still fit right in.
