Actually it was Yasuhiko who proposed the changes. He was the animation director of the series. Okawara talked at length about it in one of the interviews a while back. Neither Yas nor Tomino were very friendly with him back then.

Can't really blame Okawara for that though, he was just following 70s toy design norms. The producers proffered the design on the left and even made a Chogokin of it.

I imagine that the concept phase for 0079 was tomino proposing some gritty VOTOMS like stuff, and bandai wanting to make somthing that looks like Raideen or somthing and after a lot of back and Forth the evtually met in the middle.

All the ones done in grey were proposed by Studio Nue, which is the militaristic style Tomino wanted. The more toyetic designs by Okawara were at the behest of the producers.

The color coordination is bad even compared to stuff like Zambot though. I guess the color scheme is mostly based on Daitarn, but even still it somehow manages to be more colorful.

Okawara is a mecha designer that was employed to designed machines according to the wishes of his employer, in this case Sunrise.

The design on the left would have been the finalized original Gundam without Tomino's intervention, because that was the design that Sunrise wanted.

Ain't Okawara's fault that Sunrise execs had bad taste.

YAS had a good motive for that. Studio Nue did too much detailed designs, full of little details and so. It would make animating it into a hell of pain in the arse. So he called Okawara, whom which he already worked with, and which he knew could do simpler designs that could be better translated into animation.

Also Tomino DID sketch some mobile suits of his own, which Okawara faithfully polished for him, and then Tomino got pissed because the final version looked too much like his own sketches.
