After the OYW the higher echelon of Fed High Command sought after top after the power vacuum post Revil death. There were a lot of players after Revil's death that wanted the position: Graves(anti-Revil Faction/Missing Link), Gopp(MSV-R), Kowen, Jamitov and Wyatt, to name a few.
Kowen believed that a nuclear deterrent would keep the power balance towards the Federation. Wyatt believed in a strong EF Space Forces. And Jamitov believed that having Zeon around would finance is personal army for personal power.
Hell pic related from 0083 was given the information on Graves and his Anti-Revil faction during the OYW, that's why Gene Coliny was so high up in EF Ground Forces command and down with shady groups/operations.

The Delaz Fleet couldn't build nukes because they had shit for resources. And even then the whole point was to showcase how the federation are a bunch of hypocrites.

People like to forget it, but at the end of the OYW The Federation was so thoroughly spent they didn't even pursue any of the Zeon remnants once the Zabis were gone and Side 3 had capitulated.

They did a pretty shit job then, because building nukes doesn't really come off as hypocritical in the first place. They only stopped in 0079 because of, what is essentially, a gentleman's agreement. And the One Year War is over by that point, so going back to doing so isn't unreasonable. Now, it's possible that the agreement is still in place, and Gato definitely acts like it is, and even mentions the hypocrisy in his speech before firing if I recall, but it just never seems unreasonable that the Federation is producing a nuclear Gundam. Never mind that it's a pretty inefficient method of nuclear delivery and seems like over complicating a relatively simple process for the sake of it (and facilitating plot).
Not to say that the Federation come off as innocent or victims in the whole thing, but their guilt comes more from later actions trying to restrict the protagonists and don on, not in building nukes. Frankly I think Zeta did a better job showing their hypocrisy through the actual Titans, but im not a ran of 0083's plot at all and think 0079 already provides a reasonable cause the Titans existence in fear of and reprisals to Spacenoids after they caused such a huge war and 0083's conspiracy is neither necessary or interesting.

The One Year War basically killed the Federation, it just did so really slowly and it took a century or so for the Federation to finally die. The One Year War not only exhausted the Federation in the short term, it bankrupt them in the long run. Not only during the war itself, but in the decade or so afterwards, they had to rebuild a load of the colonies and entire Sides.
Even by Char's Counterattack, one of the main reasons they sell Axis (besides Char forcing the issue by threatening to destroy colonies if they don't) is that they need the money for welfare. And they just continue downhill the whole of UC, with them only nominally in control by Victory. The implication is that they never recovered financially from the One Year War. The fact there were two smaller wars in the decade following definitely didn't help.
