I know Hayato just laughs at Ryouma but does he actually do anything.

I think the way it works is each jet is only configured for one transformation placement per form. Like Eagle can only ever be the head in 1, the arms in 3, or the legs in 2. Whichever jet forms the head determines which possible form they can take, the jets aren't configured to combine properly any other way. They're co-pilots. Head pilot has main control, the others run sub-systems and other crucial performance features. Going off Armageddon the other cockpits have some degree of control over the combined form in case of an emergency, but the main pilot can override their inputs. They continually state you need all three pilots to operate the machine efficiently, a single pilot can make the machine move but the performance is drastically impaired.

I guess they are not built to do that, the placement of parts, Getter magic or not, just doesn't allow for other combinations without it being weird as fuck, while something like the Aquarion(Seemed like it was Getter inspired) had all kinds of combinations courtesy of Kawamori's lego skills.

First two Aquarions actually didn't combine in any way different than the main three forms, though they could sub in Assault parts (since those were pretty much the same as normal ones) and the Assault Aquarions did have transformations they could do.

Soluna's a really odd case. It would be horribly off-balance if it actually had all its arms, but since the arms of Vector... Luna, I think? - were ripped off, it sort of worked.

That aside, while Aquarion TECHNICALLY has a lot of cool side forms, they're never actually shown off - just something you can do with the toys. Sort of like how the Core Block System in 0079 Gundam theoretically allows them to mix and match parts, but they never do.
