The Dom is literally superior to the Gouf. The Gouf's entire existence is that of inadequacy. Just as the Zaku was inadequate for ground combat, the Gouf, as it happened, was not only inadequate as a replacement for the Zaku, but it was also not sufficient in ground combat due to other unique issues.
It was for this reason that Zimmad's Dom was picked as the new mass-production ground MS of choice. It took advantage of the ground using its colossal hover boosters and was generally more powerful than your bog standard Zaku. It's more maneuverable and reasonably equipped than the Gouf, and at the same time it was found that it was suitable for space as well with very little modification, hence the Rick Dom.
Assuming I knew nothing of either, I think I'd pick the Gouf, though. If I were truly ignorant, I'd assume the Dom doesn't have any real ranged weapons, and I'd pick the Gouf for its gun fingers and cool, somewhat slimmer look as compared to the deceptively bulky Dom.
Also this scenario doesn't make a lick of sense. They're human-built machines in a human-driven conflict. Why the hell do ayys have to be involved in this? You could've just left the question as something like "if you knew nothing about these two mecha, which would you choose to pilot"? and you would've achieved the same results without the weird stipulation.
