F91 looks better, but it's the on the butt end of the days when Okawara's designs were actually good, and it didn't spawn any better ones short of maybe Silhouette Gundam.
Zeta, on the other hand, went on to spawn a bunch of great variants and spin-offs, so I'll go with Zeta.

F91 design is unusually complex. especially the torso.
the flow of panels really feels organic and naturally integrated with the VSBR gimmick (especially the ribs area). the stomach vents also has very complex placement since it's part of the chest and waist.
compare to more modern designs like Exia or Barbatos which has a lot segmented parts, F91 is one long lines that curve around that made whole shapes.
i tried to re-draw F91 and had to follow the metal build and HGUC design because the original lineart really hard to follow. it's like drawing airplanes or cars.
Zeta. I really like the F91 as well, but the Zeta is just perfect.
Gai-Chan is still the cutest and coolest Toei Robot Girl yet. Her voice is the biggest charm and is also severely underrated.
