Honestly, they should have clustered up into a group for that situation. The Ground Gundams armor could most likely take some hits from Norris's projectiles, making them good shields for the Guntanks. Actually taking down the Gouf, Norris would have played hit and run tactics until he got all the guntanks, the the best way to nab him would have been to have one of the guntanks move out of position into a narrow part of town. When Norris either goes directly in for the kill or tries to fire on it from afar, his unit would be stationary long enough for at least one of the Gundams to eventually get a good shot on it.

Performance-wise, the machines should be fairly close such that pilot skill is more important here.
The disadvantages the 25 would have depends on the loadout.
VF-25 on its own doesn't really have much when it comes to weapons unless they use the hardpoints to mount missiles,or they let it dual wield gunpods.The VF-25 is very basic when it comes to its armaments on its own, its main strength is its multi-role capability and the ability to take a lot of packs.
A VF-31 or a Draken would have the additional beam gun on a swivel mount and they have the rapid fire guns on each arm as well.
