The oceans don't dry up, but Alas, Babylon might be something worth looking at. Story centers on a small community of survivors of a nuclear holocaust in central Florida.

Try Dies the Fire, maybe? Follows a couple groups of people after all electricity and guns stop working. Post-apocalypse meets Lord of the Rings, kinda. The books are pretty trashy though.
