should be the least used punctuation in the piece at the very least.
Use it if a character is speaking and beginning to trail off or if you're quoting something and need to eliminate a large section of it. Otherwise I think it seems condescending because most posts or writings I read with the ellipsis tend to be people writing things like "I'm just saying..."
You should only use it if you're fucking badass, like this one guy I knew on AOL Chatrooms whose name was "Yuishime_Yurikage." He'd type in this italic Book Antiqua, very small font size, altogether very restrained, and gray on a black background like shimmering steel in the dead of night. If you tried to get his attention but weren't worth his time, or if the action in the Six Dragonballs Tavern wasn't amusing him one bit, he'd just give us all this laconic "..."
