Depends. If both/one party is very young, there may still be an abuse of power relationship going on there. Similar to how, if you're 18, your teacher still can't have sex with you, because there's an abuse of power going on.

BUT, in some cases it's fine, especially when they didn't grow up together. As long as they ain't having kids, I don't care. For example, I saw this documentary about two people who fell in love, then they traced their families back and found they were long lost brother and sister. I see no issue with that relationship as long as they don't have kids.
