I believe it means that she didn't transition when younger because they knew that transition wasn't perfect, so it'd be better to wait a decade or two when we have the technology for absolutely perfect transitions. Gene therapy, sex organs grown from stem cells, chromosomal replacements, etc.

Personally, I started transition at 18 and repressed with even more delusional shit up until then. I know it was insane even back then but I couldn't shake the feeling that one day I'd just start going through female puberty or catch some sort of disease that destroys my ability to make testosterone or other crazy things.

I liked those fantasies because if such a thing happened I could just say "oh well, I don't like being a girl but what can you do I guess haha" rather than having to endure the shame of coming out to my parents, friends, school, etc as trans and wanting to transition.
