Has anyone ever experienced something like this? Until today I've literally never seen a mtf that arguably "pulled off" being non passing. What is the word for a non passing mtf that still looks extremely cute?

No, to me femboy implies some level of male leaning androgyny / male identity. This was a person that seemed to fully embrace a female identity while also acknowledging they don't "pass" in the traditional sense, but still managed to look attractive.

What constitutes an attractive but non passing mtf to you? Also maybe >>8026289 is right, it's almost like they pushed themselves a bit further past the imaginary line of what is considered a "femboy" into mtf but still managed to look really attractive regardless.
