It all depends whether or not you get fucked by genetics. Look up keyhole top surgery, those of us blessed with tiny chesticles are able to get that and not have noticeable scarring in the long run.

Also some females start puberty as early as 11. 13 is the average starting point. It can't always be avoided.

In Gynaecomastia surgery, we talk about small breasts. In FtM top surgery, breasts are generally larger than keyhole surgery would allow. If you have relatively small (C and below) breasts, then get a good plastic surgeon, and ask for keyhole surgery.
