Who uses this expression? And for what purpose?

pretty much someone who uses a label that is wholly uneccessary or just plain nonsense, I assume they're doing it for attention and "oppression points"

Terms like "bisexual" or "homosexual" or "transgendered" and so on are only useful insofar as they describe real feelings that a person may have. I suppose it starts to get into special snowflake territory when the terms become too abstract to describe any real feelings or for whatever reason you are identifying with them to impress your liberal friends
