Intelligence is partially genetic, however IQ tests measure more than just raw intelligence, and there are other factors that affect it. Racial IQ comparisons are really only meaningful when you hold all else equal - comparing whites from New England to blacks in Africa doesn't narrow it down to race specifically.

The main result of interbreeding would be reducing the genetic difference between the races. A high-IQ group breeding with a low-IQ group would cause both to eventually merge into a single, medium-IQ group.
