Is it true that sometimes paradoxically short hair would make you look more fem than long hair and that anyone with a horseface would probably look better with a shorter hairstyle? I have noticed that some kind of hairstyle that covers my forehead and my ears but is short at the back would likely make me more feminine looking than any long hair.

Transwomen who care about passing first and foremost should always grow long hair. After that, either go to a stylist or look up face shapes and clever tricks to make yourself more attractive/passable like cis women do. Hide your flaws/bring less attention to them and flaunt your assets.
Just don't do pigtails, most trannies can't and won't be ever to pull that off and depending on your hairline, a lot of hairstyles might not be possible.
