Unless she is "fortunate" and manages to transition and be feminised to the point of passing but not breast growth, it's pretty much a given due to how tricky that is.
Sometimes just anti androgens will cause breasts to start budding, so basically your fetish is not really possible.

This isn't a new or even recent development for me, when I was like 15 I think I called myself Pan literally once or twice. And fairly recently, the only person I told that died (I just realized that...fuck). Eventually that turned into "Attracted to femininity." And I basically forgot about for the most part, mainly because the school I went to in the middle of nowhere in North Carolina had openly LGBTQ students. It wouldn't have been a big deal if I had called myself anything other than straight, really.
Jump to present day, it just came to the forefront of my mind again, for reasons that don't really matter. And more importantly that wondering if I'm Bi or Pan, even slightly doesn't bother me nearly as much as the unknown reason(s) that lead me to not being able to just deal with this honestly.
Like, it shouldn't matter this much, or shouldn't be this hard to define my own sexuality. It's [current year], I have LGBT friends, I grew up around and with LGBT people in a southern state of all places. Why is there so much baggage attached to this for me...fuck.

No, it is absolutely not.
I personally even think that, in my case, being bi is way harder than being trans. And I am both sadly enough.
I constantly think about guys when with a girl and the other way around as well. You get in so much trouble in relationships. Being bi is often a living hell.

I am making this because it seems more and more people would like to go that route for actual serious reasons and not just a sexual fetishy stuff.
I am not sure if we are considered non binary or not, men like us who are born as males but would prefer and intend to have surgery to get a vagina. Luckily according to the latest version of trans standards of care non binary individuals are included and can be allowed to have the surgery done.
You will of course require to talk with a therapist since they will have to approve it so it is better to prefer professional gender therapist who recognize non binary and understand its importance and can help you compared to some binary therapist living in nowheresville and refusing to acknowledge anything that isnt extremely simple and easy to diagnose.
There are a few reasons why this can be a serious issue, it can cause gender confusion since you might want those genitals but dislike the idea of being a woman, and more often than not have genital dysphoria.
For example i since i was young was repulsed by the idea of sticking my dick anywhere so i assumed i was an exclusive gay bottom but even than i would hate it when someone would try to use it, it never really felt like a part that fit me, it was something disconnected from me i didnt want or need
