I've said it before, and I'll say it again.
All they probably did was animate a sword fight(which was probably how they originally planned it, just didn't want to waste the animation effort), exchange the sword asset with a handgun asset to please somebody somewhere, and add muzzle flashes where it made sense.
It's just too obvious as you watch it, it was never meant to be a gunfight, or maybe that's just the trick to how weebs like their gunfights.

The term is "barrel whip" and yes it affect accuracy. It's all a trade off though. Longer barrel gives you more velocity but more barrel whip. Shorter stiffer barrel gives you less velocity and less barrel whip.
