They have to be mostly non canon, or they fuck up the power structure of the wasteland. By the end of tactics, They have a brand new supersonic bomber, an army of friendly super mutants and intelligent (talking) death claws, both fighting willingly. They also have an army of reprogrammed drones ready to go, not to mention their power-armored main troops. DC should in fact be a radioactive crater with no buildings left at all, but that'd break the immersion. So you have the vague excuse that things are still shit in DC because of all the places in America they got nuked the hardest.

You kick around and read some of the dialogue in New Vegas, things are going better there and it's more or less implied that things in the NCR are approaching, if not are back to pre-war standards of living. No worries about raiders coming to rape you, animals are all domesticated and non hostile, etc.

Or you can just step back and realize that Fallout isn't meant to be taken all that seriously. It's wacky retro-futuristic '50s 'MERICA taken to the logical extreme and beyond. Radiation doesn't kill you; it just turns you into a zombie - minus the desire for brains, although that doesn't keep people from cracking jokes or worse. It makes all the little creepy crawlies you'd hate to find inside your sleeping bag super sized. Everything bigger than a toaster is nuclear powered, and the BATFE was the BATFEL - the Bureau of Alcohol, Tobacco, Firearms and Lasers. Large portions of the nation have problems with roving bands of orks that will either eat you or abduct you back to their madness cave make them into one of their own. Some of these orks have been weaponized; some of the weaponized orks specialize in the use of invisibility devices which both turn them blue and drive them insane after prolonged use.

They even have '50s style grey aliens, for christ sake.
