By converting a shotgun into a rifle (by using a rifled barrel), you're creating a destructive device unless you were to gain a sporting exemption from the ATF for that specific model (good luck lol). Unless you do this with a .410, as the bore is under .50 which determines what is a DD and what isn't (though there are exceptions like .700 Nitro Express).
Taurus had this issue years ago when they wanted to introduce a 28 gauge version of the Judge. 28 gauge bore diameter is .615, which is over the .500 cutoff for DD and they couldn't obtain a sporting exemption, so no Judges in 28 gauge.

This would be a rifled shotgun with a barrel length between 16 and <18 inches, of course. Rifled shotgun barrel over 18 inches is still just a shotgun.
