I'm thinking about buying a Colt Police Positive .38 S&W for $350 as an open-carry piece for when I'm dressed nicely. I like old guns and I don't own a Colt, so it appealed to me for those reasons. I might redo the rubber grips with walnut or whatever wood I find with the prettiest grain.

Inherent instability really limits it's use. Kinda like an oblique wing. Feasable but not practical.
It's better for dogfighting, worse for literally everything else.
Not really worth it outside of niche applications such as this, really. And even then it's still a bad idea because high maintenance costs for a trainer is a terrible idea.

I am 18 years old, live in Commiefornia, and have just bought an 80% AR-15 lower receiver.
I plan on getting a magpul lower parts kit (grip is comphy as fuck), however, for the rest, such as the upper, the stock, and the sights, I don't have the slightest clue to start.
Any recommendations for good quality parts? I'm looking for a 5.56 upper as well.

Depends on your price range and what you want to do with the rifle.
Palmetto is probably your go-to site. Just remember what you pay for is sort-of what you get.
Don't skimp on barrel, BCG, and if/when you want to upgrade the trigger group.
But unless you already have a workbench with table mounted vice, plan to get one, or just not really going to assemble that many AR's, A barreled or complete upper is much easier to get than buying all the parts and tools and putting them together.
Also, even if it's a 80% lower, do remember you live in commiefornia and that if you do stupid retarded things like bragging and telling everyone you meet about this and that, don't be surprised if cops show up, even if you haven't broken any laws.
And regarding our state laws, read up on it. Unless you want to be like some of the "fuck ATF" people on /k/, CA has quite a bit of shit to navigate through. Calguns is a good place to check out their California-centric guides to not getting a felony.

Picked this up out the back of a guy's SUV. He gave me forewarning that on the handguard, in a speedy attempt to get the cosmoline out of it, he took a heat gun to it, but didn't think to put a towel on it. He thought he had the heat gun far enough from it. In turn, he pulled some of the stain/varnish out of it, and it re-dried on top of it. The whole thing is a different shade now from the rest of it because of it. I don't mind the look of it, but it's like dried powder on top of it. I can scratch it off with my nail if I put enough pressure. Should I just pull all the loose stuff off the top layer, or is there any way to fix it other than stripping it all off and refinishing it?

Just picked this up to replace my G19 for CC.
I know the 19 has higher capacity but the 43 single stack frame is soooo pleasant to carry, I hardly notice it. Pearce grips makes +1 and +2 extendos for pinky comfort which puts it on par with the Shield.
If you haven't handled one, I implore you to do so.
