Assuming you are a good law abiding citizen in CA, they don't. All sales legally have to go through an FFL holder, of course there's nothing stopping you from just selling the gun and saying you sold it to some guy in Nevada, where such things are perfectly legal. Chamber flags are mainly for ranges, so that the range masters can know at a glance that your weapon cannot currently fire. My range just used brightly colored zip ties though, as part of the rules for ceasefire was all actions open and empty.

he can lose rank upon an NJP. but this is strictly command dependent.
if you're a bit of a shit bag, yeah, you may lose rank as well as receive half pay and even have your on base license revoked.
once again, it's all based on your chain of command, and how good of a marine/soldier you are (and how much they like you).

no. you cannot lose rank for requesting another duty station.
